Where are all the superheroes and supervillains?

Apocalyptic Annhilator wipes out most of the superheroes in an epic battle.
Originally created by the US to combat supervillains and superheroes. He proved a little too successful. Having previously killed the majority of supervillains and stealing their powers, he turned on ordinary people, reasoning that they had the potential to become villains.
